Anything on your face is controlled by the facial nerves. These come directly from the brain, not spinal cord.
If this is happening without you putting anything on, or biting your lips, or smacking them unconsciously, you really need to see a doctor.

Are you using a lip plumper? Sometimes that can cause it, but just when you are wearing it.
